A new Intergovernmental Support Agreement has been signed with Rock Island, Illinois to address a potential safety issue across the installation.
Fire extinguishers are crucial components of a building's fire safety plan. They require regular maintenance to ensure they are operational when needed. Typically, fire extinguishers have a lifespan of 5 to 15 years, depending on the type and manufacturer. Regular inspections and servicing are essential to maintain their effectiveness and compliance with safety regulations.
To address these concerns, the Directorate of Emergency Services and Resource Management collaborated with the City of Rock Island to establish the IGSA. This agreement facilitates the purchase, installation, disposal, and annual inspection/tagging of 305 new fire extinguishers for Garrison buildings. The IGSA partnership allows both the City of Rock Island and the U.S. Army Garrison Rock Island Arsenal to jointly purchase services, benefiting from volume discount pricing and reduced unit maintenance costs.
“We as taxpayers win. It reduces expenses on the island, and it creates some revenue for the city of Rock Island. It's a revenue stream for us above and beyond acreage spending, but yet it saves money overall. So the taxpayers win all the way around,” said city of Rock Island Mayor, Mike Thoms.
The IGSA Transactional Document, which serves as a binding agreement, was fully signed and came into effect on September 13, 2024. This initiative ensures that all fire extinguishers in Garrison buildings are up-to-date and compliant with safety standards. By implementing this agreement, both entities aim to enhance safety for building occupants and ensure readiness in case of a fire emergency.
Rock Island Arsenal Garrison Commander, William J. (Joe) Parker III added, “This is just one example of 7 intergovernmental service agreements we have, not just with the city of Rock Island, but Moline and Davenport too. We continue to look at opportunities to make our dollar go more so we could focus on what our core business is as national defense and defending the country, providing them services that allow all of our mission partners on the arsenal to do their job, but also tie ourselves into the local community, and make ourselves a larger part of this local quad city.”
The proactive steps taken through the IGSA partnership highlight the commitment to maintaining a safe environment in Garrison buildings while working with our community partners in the Quad Cities.
